Councilor Jong Cortez was a member of the Rotary International District 3790 Philippine Outbound Team that went to Wales, Manchester, Liverpool in the United Kingdom. Thru the kindness and support of the host clubs of Rotary International District 3790 and District 1180, Councilor Cortez was able to observe the best practices in recycling, waste management, renewable energy, traffic management, education, tourism and local governance in the UK. Thanks to RI D3790 and RI D1180, Councilor Cortez learned new insights for the future of Olongapo.

Si Councilor Jong Cortez ay isa sa mga nauuna sa pagresponde sa panahon ng sunog, aksidente, sakuna at krisis. Naniniwala si Councilor Cortez na dapat ang kawani ng gobyerno ay nakakapagsilbi ng lampas sa oras ng trabaho at hindi lang sa opisina ang serbisyo publiko. Si Councilor Jong Cortez ay sumasama din sa mga rescue at relief operations ng Pamahalaang Bayan ng Olongapo, Subic Bay Metropolitan Authority (SBMA) at ng Phil. National Red Cross.
